Forecasters have issued a wind chill advisory effective through noon Wednesday for Dubuque, Clayton, Delaware and Jackson counties.These cold temperatures will combine with northwest winds of 15-25 mph to produce wind chill values of minus-20 to minus-25 degrees.   Here are a few tips to surviving these cold temps especially if you plan to exorcise outdoors..

1. Dress in layers...especially your hands and feet

2.  Know the signs of frostbite:  Frostbite is most common on exposed skin, such as your cheeks, nose and ears, but it can also occur on hands and feet. Early warning signs include numbness, loss of feeling or a stinging sensation. If you suspect frostbite, get out of the cold immediately and slowly warm the affected area — but don't rub it since that can damage your skin. If numbness continues, seek emergency care.
